With over 30 years of experience in Information and Communication Technology (ICT), Mahesh Perera has established himself as a leader at the crossroads of technology, governance, and development. He played a transformative role in the Parliament of Sri Lanka during his 18-year tenure, leading the Department of Information Systems and Management. His efforts modernized parliamentary operations, making legislative processes more efficient through innovative ICT solutions.
Mahesh has held prominent leadership positions in both local and international ICT organizations. As President of the Computer Society of Sri Lanka (CSSL) from 2011 to 2013, he drove the society’s growth and strengthened its role as a key professional body in the ICT sector. His international contributions include serving as President of the South East Asia Regional Computer Confederation (SEARCC), where he promoted collaboration among ICT professionals across the region. Earlier in his career, Mahesh served as a Major in the Sri Lanka Army, leading ICT teams to enhance military operations. He also contributed to the private sector as an Engineer at Informatics (Pvt) Ltd., managing projects that improved client systems and performance.
Mahesh’s academic background reflects his dedication to continuous learning. He holds an MSc in Computer Engineering from a prestigious university in the former USSR and an MBA in HRM and Business Administration from the Postgraduate Institute of Management, University of Sri Jayawardanepura. Additionally, he earned a Postgraduate Diploma in e-Government, focusing on ICT’s role in governance. This combination of technical expertise, strategic leadership, and innovative thinking has positioned Mahesh as a visionary driving Sri Lanka’s digital transformation and sustainable development efforts.
