Dr. Dharmasri Kumaratunge

Dr. Dharmasri Kumaratunge is a prominent figure driving Sri Lanka’s digital transformation journey. As the Secretary to the Ministry of Technology, he spearheads national digitalization efforts, champions regulations for emerging technologies, and fosters a collaborative FinTech ecosystem. Dr. Kumaratunge also functions as the Chairman of the Telecommunications Regulatory Commission of Sri Lanka and the Chairman of the Information and Communication Technology Agency of Sri Lanka.

Dr. Kumaratunge has an impressive educational background, holding a PhD in Business Management from Aldersgate College, Philippines, an MSc in Information Technology, a Postgraduate Diploma in IT from the University of Colombo School of Computing, an MA in Economics and a Postgraduate Diploma in Economics from the University of Essex, UK, and a Bachelor of Commerce (Honours) degree from the University of Peradeniya.

With over 31 years of experience at the Central Bank of Sri Lanka (CBSL), he served in various roles, including Assistant Governor, and worked in several departments such as Economic Research, Information Technology, and Payments and Settlements.

Dr. Kumaratunge has also held numerous consulting and advisory roles, including Consultant on Public Policy at Mastercard, Senior National Consultant at the International Trade Centre (ITC) UN, and Business Consultant at PayMedia (Pvt) Ltd. He has been a Board Member of DirectPay (Pvt) Ltd and CeleTa (Pvt) Ltd, and Senior Advisor at the Fintech Association of Sri Lanka.

Additionally, he has served as a Board Director of LankaClear (Pvt) Ltd, Board Member of Lanka Financial Services Bureau Ltd, Board Member of the National Institute of Business Management (NIBM), Member of the Expert Committee for Digital Banking Blockchain-related Industries, Member of the Steering Committee of the National Transit Card Implementation Project, and Member of the Expert Committee to formulate regulations for a digitized system for traffic offences spot fines. He also worked as the Country Director of the SAARC Payment Council (SPC), Alternate Country Director of Sri Lanka in the Asian Clearing Union (ACU), and Secretary of the National Payment Council of the Central Bank of Sri Lanka.

Dr. Kumaratunge’s multifaceted expertise significantly contributes to Sri Lanka’s technological advancement and regulatory landscape.
